Publication 1 explains your rights as a taxpayer. In compliance with these right, its requisite that IRS officials would explain and protect the rights of the taxpayer during their interactions with them.
The Appeals Office is independent of the IRS office. And the office is able to work with taxpayers by correspondence, telephone or informal conferences.
If you are dragging your dispute with the IRS to the federal court, your settlement will be expensive and time consuming. So, it’s advisable that if you are not able to solve your dispute with the IRS you can appeal in the Appeals Office instead of going to the federal court.
